The revitalization of the port area of the city of Rio de Janeiro stands out as one of the greatest works of the country's infrastructure. With five million square feet, the Transoeste Project was launched in June 2009 with the purpose of urban requalification of River port Region and promotion of improved infrastructure.
The readjustment of the site has been designed to meet four aspects that add greater value to the region of the port and its surroundings, such as infrastructure, culture and entertainment, housing, Commerce and industry. The modifications include the mixed use with incentives for residential use.
The project counts with the participation of capitate resources along to investors willing to promote the development of the site. The operation of the port is supported with funds borrowed Marvel in the private market through the coming of CEPACS (potential additional building certificates Constructive) and real estate investment funds, as financial vehicles and partnership with Caixa Econômica Federal with FGTS funds (guarantee fund for length of service).
The administration of the implementation of the project is conducted by CDURP (Urban development company in the region of the port of Rio de Janeiro), a company controlled by the city. Among its functions are to implement and manage the provision of works and public services relating to the port region, patrimonial and financial resources the project Wonder Port.
According to the engineer and Director of CDURP, Jorge Arraes, the financial mode adopted was to bring into the company land belonging to the Union, because the study of CDURP indicated that 63% of the land in the region bounded belong to the Union. The remainder is divided into 6% for the State, 6% to the municipality and 25% belong to the private sector. There were also bidding processes of PPP (Public Private Partnership) with an investment of $ 7.6 billion, which will be used on works related to urban infrastructure, considered the most representative value. Will be about 70 miles of streets and 700 km of works related to infrastructure, including tunnels and construction of ring road. The works have started in February forecast this year.
Inspired by models of Buenos Aires and Barcelona
The Wonderful Port model follows a trend adopted worldwide by major ports such as Puerto Madero, in Buenos Aires (ARG), and the port of Barcelona, in Barcelona (ESP), which revitalized its spaces in search of greater economic and tourist dynamization. The area counts with a revitalization plan that covers the complete infrastructure of the site, where they will be adequate water and sewage system, telecommunications, drainage, sidewalks and bikeways deployment.
According to the President of CDURP, the great challenge is to regain the dynamism of the region. "The scale of the project is estimated to reach 100 thousand people and in 15 years is foreseen that reaches a floating population of approximately 800 thousand people. The prospect is that the revitalization in addition to bringing a new landscape different to Rio de Janeiro bring benefits to the quality of life and new conditions of employment, "Ahmadi added. Residents of the region, according to the engineer, have great expectations for the proposed changes, since were expected for about 40 years. The CDURP diagnosed most significant impacts in the town, among them are, the population density, soil use and occupation, real estate valuation, demand for public transport, improved ventilation, decreased noise pollution and visual, appreciation of urban landscape and natural and cultural heritage. The Agency has also examined the economic viability and how the changes will affect the evolution of the region's real estate market and surrounding areas.
Project foresees adequate flow
Urban mobility is one of the main aspects of the revitalization project and gives priority to the generation of future demand that the site must receive with the installation of new commercial and residential areas, allowing the interconnection with other areas of the city. The urban renovation of the Wonderful Harbour has already been initiated with the works of the road access to the region from the docks, in order to minimize traffic on Avenida Brazil, with diversion of trucks that are intended for the terminal. The first phase of the project includes the demolition of the Viaduct of Perimetral and works in the tunnel Rodrigues Alves. These projects have completion forecast for 2015. The construction of the binary of the port includes the construction of Binary tunnel under the Hill of St. Benedict, building access ramps to the torque and tunnels beneath the Hill of Gamboa.
Urban area will be largely benefited
The revitalization of the port area will promote, in addition to economic development, better social conditions for residents of the neighborhood of health, Gamboa, deliverance and the hills of the Pinto and of Providence. Some interventions will also reach sectors of the neighborhoods of St. Christopher, the Centre and new town.
Approximately 22 thousand inhabitants are within the areas of influence of the project. The families living in these places, living in hazardous areas or in substandard housing, will be resettled through the programs Live Well Carioca and my house, my life. In addition, existing homes will be rehabilitated.
The second phase of the project of Porto Maravilha, which will be put into practice with the aid of PPPs, will have scoped the conservation and maintenance of the road infrastructure, maintenance of green areas and squares. Public lighting, maintenance and repair of sidewalks, urban cleaning services, garbage collection at home.
Other services are also included as maintenance of drainage network, transportation network support, maintenance of universal galleries, rack installation and operation, maintenance and conservation of monuments and points of interest, historical and geographical information signaling of region and citizen service.
Preservation of the historical heritage
Part of the funds obtained will be used in the recovery of the historical heritage. The program covers 30% of the resources obtained through the CEPACs that will be earmarked for the promotion of the material and immaterial heritage of the region.
